Shipp was born on January 22, 1955, in Norfolk, Virginia, USA. Shipp’s father was a farmer who went back to school when his son was young.

After entering the seminary in Wake Forest, North Carolina, he became the pastor of a tiny church near Wake Forest. Shipp subsequently delivered a keynote address to the graduating class of Wake Forest Rolesville High School in 1999, recounting his father’s efforts to integrate the neighborhood in the late 1960s.

He attended Butler High School in Louisville, Kentucky, before going on to Indiana University.

Shipp began his career in the entertainment industry in 1980. From 1980 until 1984, he was a regular on the daytime serial series Guiding Light, portraying Dr. Kelly Nelson. 

He went on to play Douglas Cummings on As the World Turns from 1985 to 1986, earning him his first Daytime Emmy Award in 1986. He earned his second Daytime Emmy Award for his role as Martin Ellis on Santa Barbara in 1987. 

He also had cameo appearances on primetime shows, such as Fantasy Island in 1983, when he played a peeper. Shipp landed the part of Barry Allen/The Flash on the CBS show The Flash, which ran in the 1990-1991 season.

He then had a recurring role as Lucky on the NBC comedy Sisters from 1994 to 1995. Shipp was also a theatre actor in the 1990s, appearing in Erik Jendresen’s The Killing of Michael Malloy in 1993. 

On The WB drama series Dawson’s Creek, he was cast as Mitch Leery, the father of the primary character Dawson, in 1998. Shipp was a regular on the show for the first four seasons before leaving in 2001.

Shipp returned to daytime in November 2010 to play the wicked Eddie Ford on One Life to Live, who was killed off in a murder mystery in mid-December. In the summer of 2011, he appeared as the ex-husband of the character played by comedian Kathy Gryphon in the Lifetime series Drop Dead Diva

Shipp appeared in three episodes of MTV’s Teen Wolf as the abusive father of Daniel Sharman‘s character, which aired throughout the summer of 2012. In 2012, he co-starred with Mackenzie Astin and Eileen Davidson in the indie film Hell and Mr. Fudge.

In the 2010s, Shipp was reintroduced to The Flash. In early 2014, he was cast in a “mysterious” part on The CW’s The Flash, which was subsequently confirmed to be the recurring role of Henry Allen, the eponymous character’s father.

Shipp appeared as Jay Garrick, The Flash’s parallel world counterpart, in the second-season finale of The Flash. In a 2010 episode of the animated series Batman: The Brave and the Bold, he voiced the villain Professor Eobard Thawne, the Reverse Flash.

Shipp also began contributing his voice to the one-of-a-kind part of Sheriff Burns on the podcast drama Powder Burns in 2015. It aired from 2015 to 2018, was written and produced by David A. Gregory, and was nominated for Voice Arts and Audio Verse Awards.

After completing his basic training, he was an assistant training instructor with the same division. During his 18-month military service, he took on significant responsibilities.
